Looking at http://www.gov.hk/en/theme/psi/terms/ it seem like point 8
defines a quite opened access.
It doesn't say anything about reuse but defines lots of legal
restrictions which do not look like taking much sense for just access,
so I guess reuse is implicit.
But also it is restricted in time and these exceptions can be the
source of lots of juridic insecurities, so...
I'd say glass half full...
