Don't know if any of these catch what you're looking for:

Classifications of functions of government: http://unstats.un.org/unsd/cr/registry/regcst.asp?Cl=4 . As in 'categories of stuff governments spend money on doing'.
The service headings on Direct.gov.uk: http://www.direct.gov.uk/en/index.htm . As in 'ways members of the public interact with government'.
EU common procurement vocabulary: http://simap.europa.eu/codes-and-nomenclatures/codes-cpv/codes-cpv_en.htm . As in 'items and services public services procure'.

All the best

Subject: [open-government] government products and services

Anyone having a pointer to an operational definition of government products and services?
Need to have some criteria to decide if something should be listed in an authoritive catalog of government products and services.

Kind Regards,
Paul Hermans
