Notifications by email are already in operation on okfn/tasks at
least. However you will need to edit your *trac* profile to get it to
work for tickets assigned to you.
Creation of tickets by email isn't yet setup.

Makes sense though I think we need a specific owner for each ticket
(just add sysadmin address in cc).
