My notes from the British Library submission to Gowers that I watched  
a presentation about are broken into sections on:

1. Maintenance of Statutory Exceptions and Limitations
2. DRM
3. License Keys
4. Orphan Works
5. Duration of copyright (copyright in the UK presently has 50  
different durations for different works)
6. Provision for the visually impaired (i.e. DRM causing problems etc).
