If decent includes support for disconnected use. Web-based CMSes
tend to discriminate in favour of sedentary broadband users.
I think the bigger problem at the moment is access rather than
technology. The templater seems sane (get source by mirroring
https://svn.okfn.org/fc-uk/trunk/projects/freeculture.org.uk/
) but there's no README or HACKING file,
http://www.freeculture.org.uk/wiki/WebsiteHowto
doesn't say who wants patches how and I don't remember that
from the last email discussion of it (which I can't find now).
I think the acid test is: if I have 14+14 minutes spare, can I
contribute changes to it? Personally, that's a no at the moment.

Please persuade CC to release updated licences which can be used
for free software.
